Abstract

Oxford Archaeology (OA) North were commissioned by WPL Consulting LLP on behalf of TJ Morris Ltd to undertake an archaeological evaluation prior to the construction of a retail unit and associated parking at the site of Byrom Street, Blackburn, Lancashire (NGR SD 67888 27706). The work was undertaken as a condition of Planning Permission (planning ref. 10/08/0279). A brief had been provided to the Local Planning Authority by Joanne Smith, archaeological
advisor to Blackburn with Darwen Council, initially on behalf of Lancashire Archaeological Advisory Service (LAAS), then subsequently of Lancashire County Council, defining the work required to discharge the planning condition. Following further discussions with LAAS, it was identified that their
original request was for a Strip, Map and Sample (SMS) of the area of back-toback housing fronting Chapel Street. However, the condition imposed required a watching brief during construction works. A compromise was met where a single evaluation trench would be excavated along the northern edge of the site, targeting the back-to-back housing. OA North were subsequently commissioned to produce a Written Scheme of Investigation (WSI) and undertake the fieldwork, which was undertaken between 4th and 6th June
2019.
